The term refers both to the international treaty that governs the cross-border transportation of goods by road and to the standardized consignment note (CMR document) that serves as proof of the contract of carriage under this convention. The CMR document is a legally binding instrument that establishes the terms of transport, defines the responsibilities and liabilities of all parties involved, and serves as a receipt for goods shipped internationally by road.
